Why can two matching numbers still be unsafe to compare?

They may be measured under different conditions. Temperature, supply voltage, load, package, airflow, frequency, or test mode can change what the value means.

What is the risk with absolute maximum ratings?

Absolute maximum ratings are stress limits, not normal operating targets. They should not be treated as equivalent to recommended operating conditions or guaranteed performance.

Why are footnotes important?

Footnotes often define conditions, exclusions, package limits, derating, or special behavior. A comparison that extracts only the headline number can miss the reason that number is not equivalent.
